Originally, two Class 5s were imported by the Hokkaido Coal Mine Railway in 1898 from Baldwin Locomotive Works in the United States.
When first imported, they were called Class D, and later Class Ha, and numbered #15 and #16.
After the acquisition under the Railway Nationalization Act of 1906, they were renumbered and renamed Class 5 #5.
Class 5 #5 was sold by JGR to the Hikami Railway in 1916, and renamed to Hikami Railway's steam locomotive #3.
The Hikami Railway was nationalized in 1934, but between 1916 and 1934, Class 5 #5 appear to have been transferred from the Hikami Railway to the Nippon Sharyo Seizo head office, where it was operated as switching steam locomotive.
